Punjab’s much-loved Basant festival, the vibrant celebration of spring, is making a grand return in 2026 after a 25-year hiatus. 

With strict rules and regulations now in place, the province has officially lifted the ban on kite flying, marking a momentous cultural revival. 

As the skies over Punjab brighten with colorful kites, it’s important for motorists to stay vigilant and aware of the safety risks this festive season brings.

Safety Regulations By the Punjab Government

The Punjab government has introduced strict guidelines to ensure public safety during Basant celebrations. These include:

• Kite Flying Restrictions: Only non-metallic kite strings are permitted. Violating this law can result in severe penalties, including imprisonment for 3 to 5 years and fines of up to PKR 20 lakh. 
• Age Limit: Children under 18 years old are prohibited from flying kites. The first violation by a minor will result in a fine of PKR 50,000. The second violation will incur a PKR 100,000 fine. Parents or guardians will be held responsible for any violations.
• Enforcement: District authorities will have the power to search suspicious locations, and violators may face imprisonment and fines.
• Whistleblower Encouragement: Individuals who report violations will be legally protected and encouraged to come forward.
• Registered Sellers: Kites and strings may only be purchased from registered vendors, and each kite sold will include a QR code for traceability.

Public Advisory

With the return of kite flying, major public parks, open fields, and popular kite-flying spots are expected to attract large crowds. 

This will inevitably lead to higher traffic volumes around these areas. Whether you’re driving, riding a bike, or commuting, it’s crucial to plan your routes carefully to avoid congested zones. 

Look out for road closures or diversions, and if possible, opt for alternative routes to prevent delays.

Kite Strings Caution

Despite the ban on metallic or sharp kite strings (manja), stray kite strings can still pose significant dangers to motorists. 

These strings can cause serious injuries, especially to motorcyclists and cyclists. To mitigate the risk:

• Always stay alert while driving through areas known for kite flying. 
• Helmets and protective gear are essential for motorcyclists, as stray strings can lead to accidents or injuries if not avoided in time.
• For those traveling on bicycles, avoid high-speed routes close to kite-flying zones, and always ensure your gear is in good condition for a safe ride.

Vehicle Protection

While the skies will be filled with colorful kites, your vehicle may not be spared from potential damage. 

Falling big kites at high speed can lead to scratches or dents, especially when they land in busy streets or near parked vehicles. 

As a precaution, try to park your vehicle away from kite-flying hotspots or under covered areas. It’s always a good idea to keep your car or bike in a safe zone to avoid unnecessary damage.

Motorcyclist Safety Tips

Motorcyclists, in particular, should take extra precautions around kite-flying areas:

• Use Protective Gear: Always wear your helmet when riding a bike. Make sure you also cover your neck with a scarf to protect against sharp strings. 
• Install a Wire Loop: attach a wire loop or flexible antenna to your bike to catch or deflect kite strings. This prevents them from reaching your neck.
• Slow Down: Keep your speed in check when traveling near popular kite-flying spots, as visibility could be reduced due to crowds or kites in the air.
• Watch for Stray Strings: Even with the ban on sharp kite strings, stray strings from uncontrolled kites can be a hazard. Be prepared to take evasive actions.
• Ensure Functional Bike Lights: If you’re riding in the evening, make sure your bike lights are working correctly. The festive activities can go on well into the night, and visibility becomes crucial after dark.
