NDMA Flash Flood Alert: Survival Guide for Drivers in KP and Northern Areas
The National Disaster Management Authority (NDMA) has issued a high-priority advisory as a powerful western weather system sweeps across Pakistan.
From January 21st to 24th, 2026, regions in Khyber Pakhtunkhwa (KP), including Swat, Chitral, Dir, Abbottabad, and Mansehra, are at high risk of flash floods and heavy snowfall.

What is a Flash Flood?
A flash flood is a rapid event that usually occurs within hours and is caused by heavy rainfall, dam breaks, or glacier lake outbursts.
They are often caused by intense thunderstorms, rapid snowmelt, or GLOFs (Glacial Lake Outburst Floods) in mountainous regions.
These fast-moving waters can sweep away vehicles, destroy infrastructure, and pose life-threatening risks. Even shallow, swiftly flowing water can be deadly.
The Situation on the Ground Right Now
The NDMA and PDMA have highlighted that water levels in streams connected to the Kabul River are rising rapidly. Reports by The Nation suggest heavy snowfall has already been recorded in:
- Kalam & Malam Jabba: Kalam saw the heaviest (up to 5 inches in some spots), with temperatures dropping to -4°C in both areas.
- Lowari Tunnel: About 5 inches of snow. Currently operational but requires extreme caution.
- Upper & Lower Dir: High risk of localized flooding. Upper Dir recorded 0°C.
Driving in Flash Flood Conditions
Flash floods can occur in seconds, even when there’s no rain in your immediate area.

| Water on Road | Turn Around, Don’t Drown. Just 6 inches of water can reach the bottom of most passenger cars, causing loss of control and stalling. |
| Moving Water | 12 inches of rushing water can carry away most small cars; 2 feet of water can sweep away even SUVs and trucks. |
| Stalled Engine | If your car stalls in rising water, abandon it immediately and move to higher ground. Do not stay in a vehicle surrounded by water. |
The Hydro-Lock or Hydraulic Lock Risk During Flash Food
If you attempt to drive through deep water and your engine sucks in water through the air intake, you will suffer a hydro-lock.
This happens as water enters the engine and prevents pistons from completing its stroke, resulting in engine seizure.
This instantly destroys the engine, leading to a bill that often costs as much as a new car but the damage is often irreversible.
Critical Areas to Watch
Local administrations in the following districts are on high alert. Avoid non-essential travel to these areas until January 25th:
- Swat & Malakand
- Chitral (Upper & Lower)
- Hazara Division (Abbottabad, Mansehra, Battagram)
- AJK Regions (Neelum & Muzaffarabad)
