Lahore, Pakistan: The Punjab provincial cabinet has unanimously approved proposals to introduce a new driving permit tailored for young riders, marking a shift in how underage motorists will be legally regulated on public roads. The move comes as part of broader updates to road transport legislation and traffic management policies.
Policy Shift and Legal Amendments
In a meeting chaired by Finance Minister Mian Mujtaba Shuja-ur-Rehman, the Cabinet Standing Committee on Legislative Business reviewed and cleared several agenda items, most notably amendments to the Provincial Motor Vehicle Ordinance, 1965. These amendments include provisions for a Juvenile Driving Permit (JDP) aimed primarily at riders under the traditional licensing age.
The proposed changes also touched on revisions to advertising rules, the Punjab Government Advertisement Policy 2025, and fiscal laws like the Punjab Infrastructure Development Cess Act, 2015 and the Punjab Sales Tax on Services Act, 2012.
What the New Permit Means
While official eligibility criteria and application steps are still being finalised, the juvenile driving permit is expected to create a legal framework for teenage riders, addressing a gap where many youths currently ride without formal authorization. This policy direction echoes earlier reporting that suggested the permit would allow 16‑ to 18‑year‑olds to ride motorcycles legally under controlled conditions.
