Punjab Recommends Allowing 16-Year-Olds to Drive Small Cars
The Standing Committee on Interior of the Punjab Assembly has recommended allowing 16-year-olds to drive small cars, shortly after approving motorcycle permits for teenagers, according to 24NewsHD.
Under the proposal, minors would need a special “juvenile driving permit” to legally ride motorcycles. Lawmakers have now suggested extending this framework to include small vehicles with engine capacities between 660cc and 1000cc.
The recommendation will be sent to the provincial government for final review. A decision will be made after considering the committee’s proposals.
Why the Proposal Was Moved
Sources said many of the unlicensed drivers detained in recent crackdowns were college and university students aged 16. Their arrests reportedly created practical challenges for families and educational institutions.
Lawmakers argue that instead of penalising teenagers, a regulated system could bring them into the legal framework and improve oversight.
Legal Amendments Underway
The Punjab Motor Vehicles (Amendment) Act 2026 was passed in a previous assembly session and referred to the standing committee. The amended law allows a child to ride a motorcycle at 16 with a juvenile driving permit.

Assembly members have now proposed further changes to the Punjab Motor Vehicles Ordinance 1965 to include small cars under the same age category. The amendments will require the governor’s approval before taking effect.
Chief Whip of the Pakistan Muslim League (N) Rana Arshad said the objective is to reduce inconvenience for students while ensuring teenage driving remains regulated.
