The City Traffic Police (CTP) has released its annual 2025 data, revealing a historic surge in driving license issuance and digital renewals. Under the leadership of Chief Traffic Officer (CTO), the department provided licensing services to 1,386,887 citizens over the past year.
Key Licensing Statistics (2025)
The department saw a massive influx of applicants, driven by stricter enforcement on the roads and the ease of new digital platforms.
- Total Licenses Issued: A record 328,000+ regular driving licenses were issued in 2025.
- Learner Permits: More than 434,000 citizens obtained new learner permits.
- International Licenses: 3,932 international permits were processed for overseas travelers.
- Service Reach: Total licensing-related facilitations (including renewals and duplicates) reached 1.38 million.
Major Drivers of the Licensing Surge
- Strict Enforcement: The record numbers are directly linked to the CTP’s crackdown on “unlicensed driving.” In 2025 alone, 213,263 challans were issued to individuals driving without a valid license, forcing a massive shift toward legal compliance.
- Mobile Licensing Units: Two mobile licensing vans were deployed to remote areas and doorsteps, ensuring that citizens outside the main city could access services without traveling to the Peshawar Road headquarters.
- 24/7 Operations: To manage the “rush,” several centers in Rawalpindi, including those at Shahbaz Sharif Park and Khidmat Marakaz, operated on extended hours to accommodate the 500% increase in applicant volume compared to previous years.
