Sindh Targets 56,000 Unfit Vehicles: Rs 820M in Fines Issued - Carr.pk

The Sindh government has intensified its crackdown on unfit heavy vehicles, recovering over Rs 820 million in fines from 56,200 commercial vehicles operating without valid fitness certification.

The data was presented during Question Hour in the Sindh Assembly, where Senior Minister and Transport Minister Sharjeel Inam Memon shared updates on road safety and transport reform.

Crackdown by the Numbers

Enforcement teams fined a wide range of heavy transport carriers:

  • 30,917 trucks
  • 13,918 trailers
  • 6,109 water tankers
  • 2,935 dumpers
  • 2,138 oil tankers
  • 183 tractors

All these vehicles were found operating without valid or updated fitness certificates, violating Sindh traffic laws.

End of Manual Certification Loopholes

Minister Memon explained that the previous manual certification system allowed vehicles from other provinces (notably KP and Balochistan) to bypass local inspections. This gap has now been closed with the launch of a computerised vehicle fitness certification system, ensuring all vehicles are inspected digitally before operating in Sindh.

Broader Transport Reforms in Sindh

In addition to enforcement, the Sindh government is ramping up public transport services:

  • 500 new buses approved to expand the public fleet
  • Green Line BRT daily ridership rose from 50,000 to 85,000
  • Orange Line has been integrated with Green Line for greater efficiency
  • Free shuttle services introduced post terminal relocation
  • EV Scooty scheme for women has received 15,000+ applications, a major jump from just 150 female motorcycle license holders previously

Upcoming Legislation and Road Safety Initiatives

The Provincial Motor Vehicles (Amendment) Bill has been referred to a standing committee. If passed, it will mandate third-party liability insurance for all vehicles (except two-wheelers) during registration or ownership transfers.

Other ongoing efforts discussed include:

  • Smart traffic systems under evaluation
  • Upgrades to traffic signals
  • Clear guidelines for ambulance siren prioritization

The Sindh Assembly session adjourned until February 9, 2026, after unanimously supporting a resolution backing regional parliamentary conferences.
