Pakistan’s Underage Driving Crisis: Why Parents Must Now Face the Law  - Carr.pk

Underage driving in Pakistan has escalated from a minor traffic violation to a public safety crisis. Across the country, children without licenses are regularly seen operating vehicles, risking their lives and those of others.

With deadly accidents mounting, the law is finally catching up, and parents are now in the legal spotlight.

Alarming Surge in Underage Drivers

According to various media reports, nearly 480,000 underage drivers were fined across Punjab in 2025, a sharp 62% increase from the 296,000 recorded the previous year. Despite repeated awareness campaigns and stricter enforcement, these figures reveal that underage driving remains deeply entrenched.

Real Cases, Real Consequences

One of the most devastating incidents occurred in November 2023, when a teenager in Lahore’s DHA area crashed into another car, killing six members of a family. The tragedy led to a province-wide crackdown ordered by the Lahore High Court. DAWN reported.

In another 2024 incident, an underage driver in Lahore’s DHA Phase 7 fatally hit one person and critically injured another while overspeeding. The tragic case highlights the deadly consequences of minors driving without licenses.

Yet, just a year later, on 1st December 2025, another case made headlines: a 16-year-old, reportedly the son of a judicial official, was involved in a fatal crash in Islamabad. Driving a speeding SUV, the teen hit a scooter carrying two young women, killing them instantly. Despite stricter laws and enforcement, the incident highlighted ongoing gaps in prevention.

CM Responds: Licenses for 16-Year-Olds

However, a viral video showing a student being handcuffed during one such operation triggered public backlash. In response, Chief Minister Punjab issued directives to begin issuing motorcycle licenses to 16-year-olds.

The decision is intended to balance enforcement with practicality, allowing younger riders, especially students, a legal path to ride motorcycles while still under regulation. The move aims to reduce illegal riding by offering a structured, monitored alternative through the licensing system.

But the big question remains: Will this new policy truly benefit young riders  or create new challenges on already congested roads?

Why the Problem Continues

Despite laws and crackdowns, underage driving persists due to:

  • Parental negligence: Many parents knowingly allow minors to drive
  • Cultural norms: Driving young is often seen as a sign of maturity or masculinity
  • Lack of enforcement consistency: Crackdowns tend to fade over time

Three-Part Solution

To address the crisis, a nationwide, multi-level approach is essential:

  1. Sustained Enforcement: Consistent action by police and courts
  2. Parental Accountability: Implementation of penalties without bias
  3. Cultural Shift: Challenging societal norms that encourage underage driving

What Parents Can Do

To help prevent accidents:

  • Never allow a minor to drive, even for short distances
  • Secure vehicle keys at home
  • Teach children about traffic laws and safety
  • Report underage drivers anonymously to traffic police

Takeaway

The crackdown on underage driving is more than a legal shift, it’s a call for societal responsibility. Every time a child takes the wheel, lives are at stake. With stricter laws now in place, parents must lead the change from within their homes.
