Authorities seem to announce new crackdowns, e-challan stats, and enforcement deadlines almost every day. It can be difficult to keep track of all the news, and this creates clutter. 

That is why, at the end of every week, we will gather all these updates in one place and tell you what has actually changed or happened on the ground for commuters over the last seven days.

Federal: Impact of Increased Fines in 2025

The Islamabad Traffic Police (ITP) released their “Year 2025” performance review this week, highlighting the results of their “No Helmet, No Concession” and “Zero Tolerance” campaigns. The department reported huge shifts in driver behavior and enforcement actions after increasing the fines for traffic violations.

Key statistics covering the entire year of 2025 include:

  • Helmet Compliance: Reached 96% after strict enforcement.
  • Challans Issued: 65,784 tickets issued to motorcyclists for helmet violations.
  • Licensed Drivers: The percentage of license holders on the road rose from 37% to 81%.
  • Lane Violations: 34,489 commuters penalized for lane discipline breaches.
  • Tinted Windows: Action taken against 8,054 vehicles.
  • Safety Impact: Reported a 45% reduction in fatal accidents and a 22% decrease in overall violations.

Punjab: Safety Gear Exemption for Sikhs and Traffic Police Performance Metrics

In Punjab, the provincial administration introduced a specific policy exemption regarding helmets on Sikh community, alongside new performance metrics from the Traffic Police.

Key updates include:

  • Sikh Community Exemption: Chief Minister Maryam Nawaz announced that members of the Sikh community are exempt from helmet challans due to religious requirements for wearing turbans.
  • Use of Helmets: CM claims 100% use of helmets after a strict crackdown on traffic violations.
  • One-way Violations: 88% drop in the one-way violations.
  • Underage Driving: CM Punjab posted a claim for a 90% reduction in underage driving cases.
  • Overloading: Reported an 85% drop in commercial vehicle violations.
  • Wrong Parking: Claims a 75% decrease in parking violations across the province.

Furthermore, CM Punjab announced that there will be free bus and rickshaw rides during the Basant festivities from February 6th to 8th. While offering fare-free travel on government-owned buses makes sense, since rickshaws are privately owned and operated, it is unclear how the government intends to execute this, likely through a subsidy or reimbursement model. However, no details have been shared yet. We will update you as soon as a concrete plan is released.

Sindh: MQM’s Legal Pushback on Karachi’s E-Challan Rates

An important development regarding Karachi’s e-challan system surfaced this week. MPA Ali Khurshidi held a press conference to announce a victory against what he termed exorbitant traffic fine rates. According to Khurshidi, his party was concerned about the high fine amounts for traffic violations, which are now accepted. 

As a result, the provincial government has reportedly requested one week to revise and “rationalize” the fines for motorcycles and “small cars”  for now.

However, the government has not yet defined exactly what constitutes a “small car” in this context. While it is probable that this relief will apply to vehicles under 1000cc, no official notification has been released to clarify the engine capacity limits or the new fine schedule. We will report once any further updates come up regarding this matter.
