Punjab Starts Re-Registration of Out-of-Province Vehicles
The Excise, Taxation and Narcotics Control Department in Punjab has launched a formal process to re‑register vehicles that were originally registered in other provinces, including in the Rawalpindi Division, under a new Standard Operating Procedure (SOP). The initiative aims to streamline vehicle registration for owners shifting to Punjab.
Starting February 14, the Rawalpindi excise office began accepting fresh re‑registration applications. All vehicle owners seeking Punjab registration must undergo mandatory biometric verification as part of the process.
Under the new guidelines, vehicles and motorcycles of all types and engine capacities from Khyber Pakhtunkhwa, Balochistan, Sindh, Gilgit‑Baltistan and Azad Kashmir are now eligible for re‑registration in Punjab.
To apply, owners must first obtain a No Objection Certificate (NOC) from the excise office of the province where the vehicle was previously registered.
In addition to the NOC, applicants are required to submit a vehicle clearance certificate, a Police 15 report, the complete vehicle file, and an affidavit from the owner. Officials clarified that the registration fee will remain the same as the existing rates applicable within Punjab.
Once the process is finalized, authorities will issue a new Punjab registration number for the vehicle according to the respective city. The old registration will be cancelled automatically, and the Punjab excise office will inform the excise authority of the vehicle’s previous province about the updated number.

This move is expected to simplify ownership documentation and compliance for residents relocating to Punjab with vehicles from other parts of the country.
